The Perigee
Moonviper and Riverlander society is led by the Perigee, a religious order devoted to the Moon Sisters. Its leader, the Ephemeris, is the ruler of both the dragon and human citizens of the Serpent Delta.
The Perigee’s authority is relatively soft, however, and they simply put laws in place and provide guidance and care for their citizens. They are tolerant of other religions practiced within the Serpent Delta, although many of their laws are based on what values the Moon Sisters are said to favour. |
The Southern League
The Southern League was only founded in February 504 as a consequence of player actions - it should not be referenced in character histories before that point, as it would not have existed.
A rising coalition of the southern cities of the Land of Rivers founded after the battle of Fallingstar ended in January, 504 A.E.D. The mayors of Fallingstar, Attero, Maiestas, and Vincit convened and declared that they would work together to protect the Land of Rivers and fend off Xocrian raids, even if the Perigee refused to help. As expected the Perigee announced their disapproval of the new power in the region’s use of violent means to repel Xocrian attacks, but have not officially cut trading ties, as Attero is the source of most of the Land of River’s wealth.
They have founded an official military force of the Land of Rivers, as well as a counterespionage organization known as the Serpents to match and help combat Division agents attempting to operate in the Serpent Delta.

Citizenship in the Land of Rivers
In the Land of Rivers, citizenship is usually inherited. If either of a child’s parents is a Land of Rivers citizen, they can claim that status as well, and any who are born or hatched on Land of Rivers soil are eligible as well. Non-citizens are still protected by laws and allowed to work in the Land of Rivers, but are not able to vote, hold positions in local governments, are not outright entitled to Perigee assistance (citizens would receive it first), or join the Perigee. Marrying a Land of Rivers citizen does not immediately earn you that status, but does make the application process much easier.

- At least 18 years of age to apply
- No prior criminal activity in the Land of Rivers
- Have a passing understanding of the principles of the Moon Sisters - veneration of other gods is allowed and respected, but it is required that they know of and follow the Sister’s principles. Local Perigee members will quiz applicants on this.
- Lived (at least six months each year) for at least five years within the Land of Rivers.
- Possess some trade, skill, or education that would prove they will be able to support themselves
Regional Leadership
Towns and cities each elect their own governments that work alongside a representative of the Perigee to do their best to meet the area’s needs. In areas with poor housing or large numbers of uneducated individuals, programs will be set up to address the issues.

Mayor |
Every town and city in the Land of Rivers has a mayor, elected by the city’s residents. The mayor acts as the head of the city/town Council, a tiebreaker during votes, and generally the organizer and leader figure for the region.
Mayors hold their position for four-year periods. To be eligible to run for mayor in a town or city, one must fit the following criteria:
Anyone over eighteen and with a permanent home in the town/city may vote. To represent their eligibility, a special memory stone is made for each citizen when they reach the minimum age with their appearance, name, other basic identifying information, and answers to certain questions to confirm their identity. (Ex; might ask about the names of their parents, where they went to school, etc.) These are then stored in a secure place and used to confirm the identities of those voting. |
Perigee Representative |
Every town and city has a Perigee representative assigned to it, usually a Grand Priest or Priestess. Their duties are to provide guidance to the townsfolk and care for the local Temple to the Moon Sisters.

Town/City Council |
Each town and city in the Land of Rivers has a council to help advise and guide the decisions of their mayor. They are appointed by the town/city’s mayor and approved by the local Perigee representative. They vote on major decisions and advise the mayor, and are usually all experts in a variety of subjects.
In the cases where the city does not recognize the Perigee’s authority over government, each Councilor requires the same number of individuals in the community to vouch for them as the mayor did. The exact number and roles of councillors varies from city to city, but commonly includes the following: Councilor of Law, Councilor of Agriculture, Councilor of the Arts, Councilor of Finance. Councilor of Science & Innovation, Councilor of Infrastructure, Councilor of Health, Councilor of Public Safety, Councilor of Family, Councilor of Emergencies & Natural Disasters, Councilor of Employment, Councilor of Public Services, Councilor of Culture. |
